Shutdowns are the norm, not the exception. George W Bush was the only president
in recent decades not to experience a shutdown. The federal government closed
1x under Ford, 5x under Carter, 8x under Reagan, 1x under HW Bush, and 2x under
Clinton.
Obama needs a shutdown. Shutdown his teleprompter for starters.
